A U.S. Department of Justice probe into the Chicago Police Department revealed that cops undergo very poor training as well as the department been the subject of biased investigations. Attorney General Loretta Lynch is expected to announce the findings of the 13-month investigation Friday.

U.S. Attorney Andrew Luger said the government would have had to establish without a reasonable doubt that the officers acted willfully, with the specific intent to do something the the law forbids.
