The Chicago Police Department is facing backlash over another man’s fatal encounter with law enforcement.

The 2012 video released Monday evening shows police using a Taser on Philip Coleman, 38, who later died. The footage comes in the wake of protests that erupted in the city after both the Laquan McDonald and Ronald Johnson videos were released in the past month.

Anita Alvarez, the State’s Attorney for Cook County, announced Monday no charges will be filed against George Hernandez, the officer who fatally shot Johnson during a police chase in Oct. 2014. Jason Van Dyke, the officer who opened fire on 17-year-old McDonald, was charged with first-degree murder.

Meanwhile, the circumstances surrounding Coleman’s death stemmed from an arrest in December 2012. Coleman, who allegedly fought with his mother and spit on police when they arrived on scene, was taken to the local hospital and given a sedative. He was then placed in a jail cell. Police say part of what happened next shouldn’t have occurred.

The newly released footage, which has no audio, shows at least six officers entering Coleman’s cell shortly before 7:30 a.m. on Dec. 12, 2012. Coleman is lying on his cell bunk when six Chicago police department employees come in, but sits up when they open the gate to his cell. At first, the officers appear to speak with Coleman, who seems to respond.

About a minute into the video, Coleman stands up, but quickly sits again. Immediately after, some of the officers restrain him. While he’s lying down, the employees subdue him while one appears to use a Taser. Officers later appear to drag Coleman’s limp body out of his cell and down the hallway, pulling him by his wrists — an incident police now acknowledge shouldn’t have occurred.

Coleman was taken to a local hospital, where an autopsy report shows he died from an allergic reaction to a sedative doctors administered. Security video from the hospital’s emergency room entrance shows Coleman being wheeled into the hospital in a wheelchair.

Chicago Mayor Rahm Emanuel released a statement condemning the officers’ actions.

The New York Daily News reports:

“I do not see how the manner in which Mr. Coleman was physically treated could possibly be acceptable,” the Chicago mayor said in a statement.

“While the Medical Examiner ruled that Mr. Coleman died accidentally as a result of the treatment he received in the hospital, it does not excuse the way he was treated when he was in custody. Something is wrong here — either the actions of the officers who dragged Mr. Coleman, or the policies of the department.”

Emanuel also implied that a new investigation would be launched into Coleman’s death.

The release of Coleman’s video comes a day after the Department of Justice announced a civil investigation into the troubled police department and their actions in the McDonald shooting and use of deadly force in other cases.

The officers in Coleman’s case were suspended for one day following the incident.
